 note = {The aim of this paper is to clarify the term ‘social welfare', which is used in lectures on the same topic as well as in any discussions regarding the well-being of society. These days, 'social welfare' is an often heard and well-known term. In discussions about the situation in our society, 'social welfare' is ａ convenient term to explain the needs of the population. Politicians use the term in describing their policies in efforts to get voters to elect them. As ａ result of the widespread use of social welfare to cover ａ wide range of situations, the exact meaning of the term has become unclear.
